All-Hazards Planning in Assisted Care Communities
In 2021, the Agency for Health Care Administration proposed extending the use of an all-hazards approach in emergency planning to Assisted Living Facilities, Adult Day Care Centers, and Home Health Agencies. The rule would require integrating all-hazards planning within providers emergency plans.
All-hazards planning is a specific perspective – a way of thinking about managing an emergency. Policies developed with all-hazards planning in mind results in actions that can be taught to staff in units.
It’s an approach that is supported by the U.S. National Response Framework and has evolved to include key private sector groups. Key private sector groups are those that are critical to recovery after an emergency event takes place. Industries that provide transportation, food production, health care, utilities, and defense are examples of key private sector groups. Hospitals, the Red Cross, and skilled nursing facilities employ all-hazards planning.

Behavioral health and non-residential providers will also benefit from this overview that connects all-hazards planning to the Comprehensive Emergency Management Plan criteria.
